I ask because I just got a TV literally yesterday, and watching programs with the closed-captioning turned on, I notice fairly frequent use of ruby annotations in the captions

I also notice that while the captions use full-width katakana for cases where the katakana is for Japanese words (like animal names or the word メス, which means "female" (animal)) -- which is normal and is the case for katakana used in books, etc. -- but for some reason the captions consistently use half-width katakana for cases where the katakana represents non-Japanese words
