oh sure, i know it's not an invariant now. but it was one prior to Proxy, and altho host objects are permitted to throw i don't think any did post-IE8. there's also a huge difference between "technically this is allowed, but it's exceedingly rare for anyone to do so, and it'd be very unexpected for users" and "let's bake this in as a normal endorsed part of the language"
