What criteria guides us to disable some features when scripting is disabled? For lazyload, it was an anti-tracking measure: https://html.spec.whatwg.org/C#will-lazy-load-element-steps. Other things like command invokers I think make it possible to do things declaratively that were only possible imperatively before, but I don't think we disable that stuff when scripting is disabled.

This q is coming from WebMCP: the declarative API can register a form element as a tool that can submitted from origins to which form opts into exposure. There's a request to disabled that when scripting is disabled, and I'm unsure how to evaluate that request.

Ha I didn't know about this restriction. Isn't it easy to circumvent it in CSS with scroll timeline anyway?
