Mozilla folks: This feature will land in Chrome soon, and is already supported in Safari. I think most of the implementation is already in Skia, so this might be a 'good first issue' for someone https://bugzilla.mozilla.org/show_bug.cgi?id=1746248

We don't use skia for non-canvas stuff, fwiw (though it probably isn't a lot of work to add it to webrender)
